External Evaluation – CARE Morocco Post-Earthquake Emergency Programme

On 8 September 2023, a 6.8-magnitude earthquake struck Morocco’s High Atlas, causing nearly 3,000 deaths, over 5,600 injuries, and the destruction of 50,000 homes. Infrastructure such as schools, health facilities, and water systems was heavily impacted, especially in Al Haouz Province.

CARE International Maroc (CIM) launched an 18-month emergency response programme (Sept 2023 – Mar 2025), supported by multiple donors (CDCS, DFAT, Gates Foundation, Coca-Cola Foundation, KIWI, LDSC, CARE France, CARE Germany, etc.) with a budget of USD 8.7M.

The programme combines life-saving assistance with early recovery and resilience-building, aligned with CARE’s HPQ standards, Gender in Emergencies policy, and Safeguarding principles. Over 17,500 individuals have directly benefited as of March 2025.
