من هم الأشخاص الذين يمكنهم المشاركة في برنامج التزام للابتكار؟
منظمات المجتمع المدني المغربية المحلية، التي تستوفي المعايير التالية:
- أن تقع في جهة أو جماعة محلية تابعة لشراكة الحكومة المنفتحة في المغرب (جهة بني ملال خنيفرة أو جهة طنجة تطوان الحسيمة أو جماعة تطوان)
- أن يكون لديها على الأقل سنتين من الخبرة في العمل الجمعوي،
- أن يكون لديها خبرة في الترافع أو الإدماج أو الحكامة (خاصة المتعلقة بشراكة الحكومة المنفتحة)،
- أن يكون لديها حساب بنكي، وأن تكون مسجلة لدى السلطات المحلية،
- أن تعمل مع الفئات المهمشة، ليس فقط النساء والأشخاص في وضعية إعاقة، والأشخاص القاطنون في المناطق التي تعاني من العزلة، والأشخاص الذين يعانون من الفقر والهشاشة، لتشجيع مشاركتهم في صنع القرار.
كيف يمكنني المشاركة في عرض “التزام » للابتكار؟
يمكنك المشاركة من خلال تقديم فكرة عبر الإنترنت من خلال هذا التطبيق! إذا كنت عضو/ة نشيط/ة في مؤسسة المجتمع المدني، فيمكنك مساعدة مؤسسة المجتمع المدني الخاصة بك في تقديم فكرة إبداعية، وإذا تم اختيار فكرتك من قبل لجنة الاختيار، سيتم دعوة منظمة المجتمع المدني الخاصة بك لتقديم اقتراح كامل والتنافس على التمويل المباشر لمشاريع الابتكار الخاصة بك! إذا لم تكن عضوا في منظمات المجتمع المدني، فيمكنك الانضمام إلى إحدى منظمات المجتمع المدني وتقديم الطلب.
ما هي أنواع الابتكارات التي من المرجح أن تنجح؟
تبحث لجنة الاختيار عن أفكار مبتكرة من شأنها:
+ دعم تحقيق أكثر شمولا للالتزامات المحلية لشراكة الحكومة المنفتحة
+ تعزيز الإنشاء المشترك لشراكة الحكومة المنفتحة (التعاون بين الحكومة ومشاركة منظمات المجتمع المدني والمواطنين في العمليات الديمقراطية المتعلقة بشراكة الحكومة المنفتحة (
+ دعم تحقيق أكثر شمولا للالتزامات المحلية لشراكة الحكومة المنفتحة
+ مواجهة الفجوة الرقمية
+ تعزيز التواصل والحوار المجتمعي الشامل
+ تحسين الوصول إلى المعلومات
+ بما في ذلك زيادة الوعي حول الانفتاح وشراكة الحكومة المنفتحة مع المجتمعات المهمشة الرئيسية على سبيل المثال ولا الحصر: النساء والأشخاص في وضعية إعاقة، والأشخاص القاطنون في المناطق التي تعاني من العزلة، والأشخاص الذين يعانون من الفقر والهشاشة، لتشجيع مشاركتهم في صنع القرار.

في موعد أقصاه يوم 10 نونبر 2023.
لقد قدمت فكرتي، ماذا سيحدث بعد ذلك؟
تتكون لجنة الاختيار من المعهد الديمقراطي الوطني ومجلس الجهة بني ملال الخنيفرة في بني ملال الخنيفرة. أما في جهة طنجة تطوان الحسيمة ومدينة تطوان، ستتكون لجنة الاختيار من المعهد الجمهوري الدولي ومجلس جهة طنجة تطوان الحسيمة وجماعة تطوان. ستقوم لجنة الاختيار بمراجعة الأفكار والميزانيات واختيار الأفكار الفائزة. إذا تم اختيار طلبك، ستتم دعوتك لتقديم اقتراح كامل للتنافس على التمويل والدعم من المعهد الديمقراطي الوطني في بني ملال الخنيفرة أو المعهد الجمهوري الدولي في طنجة تطوان الحسيمة وجماعة تطوان، لتحقيق أهداف فكرتك.
ما هو التزام؟
ILTIZAM هو برنامج تموله الوكالة الأمريكية للتنمية الدولية (USAID) وينفذه اتحاد الانتخابات وتعزيز العملية السياسية (CEPPS) من خلال اثنين من شركائه الأساسيين، المعهد الجمهوري الدولي (IRI) والمعهد الديمقراطي الوطني (NDI). يسهل نظام التعاون بين المجتمع المدني وصناع القرار الحكوميين الرئيسيين لتعزيز إدراج أولويات الفئات المهمشة في المغرب في إنشاء وتنفيذ التزامات شراكة الحكومة المنفتحة (OGP).

WHO can participate in ILITIZAM Innovation awards?
Local Moroccan civil society organizations, which meet the following criteria:
- are located in an OGP Local region or commune in Morocco (BMK region, TTA region or Commune of Tetouan)
- have had at last two years of operating experience,
- have experience in advocacy, inclusion or governance (especially OGP related),
- have a bank account, and be registered with the government,
- represent and work with marginalized populations not limited to women, people with disabilities, linguistic and ethnic minorities, geographically isolated people and/or economically disadvantaged people, to encourage their participation in decision making.
How can I participate in the ILTIZAM Call to Innovation?
You can participate by submitting an idea online through THIS application! If you are a member of a CSO, you can your help your CSO submit a creative idea into THIS application and if your idea is chosen by the selection committee, your CSO will be invited to submit a full proposal and compete for direct financing of your innovation projects! If you are not a member of a CSO, you can join the efforts of an existing CSO and apply.
What types of innovations are likely to be successful?
The selection committee is looking for innovative ideas that:
+ supporting more inclusive achievement of OGP Local commitments
+ strengthening OGP co-creation (collaboration between government and CSOs, and citizen participation in democratic processes related to OGP,
+ supporting more inclusive achievement of OGP Local commitments
+ countering the digital divide
+ strengthening inclusive community outreach and communication
+ improving access to information
+ including awareness raising about openness and OGP with key marginalized communities not limited to: women, people with disabilities, linguistic and ethnic minorities, geographically isolated people and/or economically disadvantaged people, to encourage their participation in decision making.

When do I need to submit my idea?
Ideas are due on November 10, 2023.
I submitted my idea, what happens next?
The selection committee is made up of NDI and the Regional Council in Beni Mellal Khenifra, and IRI and the Regional Council and Communal Council and civil society in Tangier-Tetouan-Al Hoceima and Tetouan Commune. The selection committee will review ideas and budgets and select winning ideas. If your application is selected, you will be invited to submit a full proposal to compete for financing and support from the National Democratic Institute in BMK or the International Republican Institute in TTA and Tetouan Commune, to achieve the goals of your idea.
What is ILTIZAM?
ILTIZAM is a program funded by the United States United States Agency for International Development (USAID) implemented by the Consortium for Elections and Political Process Strengthening (CEPPS) through two of its core partners, the International Republican Institute (IRI) and the National Democratic Institute (NDI). ILTIZAM facilitates collaboration between civil society and key government decision makers to promote the inclusion of the priorities of marginalized groups in Morocco in the creation and implementation of Open Government Partnership (OGP) commitments.
